2.4　Material Management for Sleeper Yard

2.4.1　Raw material inspection and acceptance

The inspection and acceptance for cement，additive，coarse and fine aggregate，admixture，rebar，deformed bar，and embedded sleeve shall be performed in accordance with the technical requirement of related technical condition，related specification and acceptance standard.

2.4.2　Sleeper raw material management

The material department shall calculate the monthly consumption of required material according to the actual construction process rate，which shall be provided by material suppliers.The material shall be dynamically managed，and material warehouse shall be established，to ensure necessary material reserves.

The material department shall try to provide better logistical support for successful accomplishment of the construction task by market surveying，grasping market dynamics and grasping material purchasing channels.

The material department shall inspect the material in time as per requirement and get the firsthand material inspection report，those unqualified materials must not be allowed to enter warehouse.

Raw material yard shall have certain reserve capacity，to avoid unexpected incidents influencing the production.Meanwhile，the material reserves shall be taken into account beforehand if some special circumstances to emerge（road closure，weather change，etc.）.

2.4.3　Finished sleeper management

Quality management department shall completely inspect the product quality，and sampling shall be drawn as per required frequency.

Engineering management department，laboratory，and material & equipment department shall periodically collect related data and information，and analyze the potentially defective products and report accordingly.

The sleepers shall be stored in sequence，the defective sleepers shall be stored separately，and the sleepers shall not be moved frequently.Every 25 pieces of sleepers shall be bound in one stack with wooden pallets，5 layers for one stack，5 pieces of sleepers for one layer.Sole timbers shall be used to separate different layers，the sole timber shall be of the same size，vertical aligned，and stacking storage shall not be over 12 layers.Inside embedded sleeves shall be kept clean in storage and transport process，dust cover can be used for sealing if necessary.In sleeper transportation，try to avoid the sleeper supporting structure twisting and transforming，and try to prevent the concrete surface from edge failure.The sleeper shall be loaded and unloaded carefully，collision，tossing，following and bumping are prohibited.

The bi-block sleeper shall be accepted and handed over by the sleeper yard and the ballastless track construction organization，the sleeper yard shall provide the special sleeper measuring equipment and instruct the acceptance personnel how to use these measurement.

When the ballastless construction organization accepts the sleepers in the sleeper production yard，they can randomly sample one batch out of 3～5 batches for verification to see whether the sleepers comply with the stipulated requirement.The random sampling rules and assessment standard shall be implemented according to Temporary Technical Condition for Bi-block Sleepers.

The sleeper yard is responsible for the sleeper loading in the production yard，and the ballastless track construction organization is responsible for sleeper transportation safety and the unloading in construction site，the sleepers must be stored according to stipulated requirement after being transported to the construction site.

The sleepers shall be stacked by strictly sticking to the requirement while loading，the sleeper sole timber shall be located at the mid-point of the sleeper bearing surface and vertically aligned，to prevent the sleeper quality from being influenced by the transformation of the sleeper reinforcement cage owing to truck jolting in transportation.

Prior to sleeper loading and transportation，the appearance physical dimension of the sleepers shall be strictly inspected to see whether they satisfy the technical requirement.Those defective sleepers shall be disposed immediately and shall be prohibited to be delivered out of the yard.
