Abstract

This report is written by researchers of Social Governance Collaborative Innovation Center of Henan Province after the thorough investigation and study. The researchers include some officials of government and specialists and scholars from collaborative research institutions. The data depend on 2 aspects：the first is from China statistical yearbooks，Henan province statistical yearbooks and regional work summaries of Henan province in 2017，etc；the second is from special surveys of social governance which was conducted by Social Governance Collaborative Innovation Center of Henan Province，such as the Urban and Rural Social Governance Survey in Henan Province in 2017，the Survey of Residents’ Values in Henan Province in the summer of 2017，the Survey of Livable Cities in Henan Province in 2017，and the Comprehensive Survey of Social Governance in Henan Province in the spring of 2018 etc.

Based on the connotation of social governance，this report reflects 4 characteristics：the first is timeliness，the date are latest，including two social surveys conducted by Social Governance Collaborative Innovation Center of Henan Province in 2016；the second is value guidance，this report gives prominence to the participation of social organization and citizens in governance and the change of social service mode，and shows the governance’s value orientation such as social energy，participation and justice；the third is local features of Henan province，this report pays close attention to the current situation of social governance in Henan Province；the forth is practicalness，the report reflects innovations of local social governance practices，it combines the theory and the innovative practice of social governance well.

This report includes 5 parts：the first is general report——the analysis and prospect of situation of social governance in Henan Province in 2018. The general report analyzes and comprehensively evaluates the situation of the social governance in Henan province from 5 dimensions：social security，social contradiction resolving，social organizations，public services and social justice. It shows that the situation of public security is getting better，the resolution of social contradiction is promoted steadily，the social organizations are expanding gradually，the conditions of fundamental public services improve significantly，and the conditions of social justice need to make better.

The second part is the subject of construction of independent innovation demonstration zone. This subject mainly discusses the cooperative innovation operation mechanism of Zhengluoxin’s Independent Innovation Demonstration Zone，innovative ecological environment evaluation，Coupling and Coordination of Regional Innovation and urbanization. Put forward the development direction and focus of construction of independent innovation demonstration zone.

The third part is the subject of new urbanization and social governance. This subject mainly analysis the livability of eighteen cities in Henan，urban community governance development，social participation of migrant Workers and the present situation of shared bicycle development in Zhengzhou.

The fourth part is the local government and social governance. This subject mainly studies the demand and supply of old-age services for the elderly in urban areas and migrant workers returning home to start their own businesses. And this part also introduces the situation of the Government’s ability of Social Governance in Henan Province，the information publicity of municipal government in Henan Province，the public service demand of urban residents.

The fifth part is the subject of social governance evaluation，it mainly contains the public opinion of local government of Henan Province，the residents’sense of happiness，urban residents’ accessibility and analysis residents’ values. Based on the questionnaire survey data，the survey reports from different perspective on the social management of Henan Province，puts forward to optimize the social management of Henan Province.

The sixth part is the precision poverty alleviation. This part mainly introduces and studies the key problems of poverty alleviation in deep poverty areas of Henan Province，rural medical poverty，the effect of three cities and counties on overcoming poverty，Lankao County “Trinity” financial poverty alleviation model，and Farmers’ re-organization in tourism poverty alleviation and development in Songxian County. These practical explorations reflect the achievements and main problems in the precision poverty alleviation in Henan Province，and provide experience and inspiration for Henan Province to win the battle against poverty and tackle poverty in areas with deep poverty.
