Abstract

The Annual Report on Urban Competitiveness（No.14）continued the previous theoretical and policy implications. The emphasis is on Pattern, phenomenon and law. We distinguish clearly among the three parts of urban competitiveness: Urban general economic competitiveness shows cities' ability to create value, which is reflected by the scale, speed and efficiency of cities' value creation activity. Urban livable and business-friendly competitiveness show cities' ability to attract economic entities, such as talented person, enterprise, thereby determine the level and structure of urban industrial system. Urban sustainable competitiveness is cities' conditions of factors and environment, which includes six aspects of economy, society, ecology, culture, urban and rural integration, opening, and is illustrated from innovation-driven knowledge city, fair and inclusive harmonious city, environment-friendly eco-city, genuine and diversified cultural city, urban and rural integrated city, open and convenient information city respectively. Based on the index system following the theoretical framework above, In the sub report and regional report, we research on the pattern and the phenomenon with multi-angle analysis, and in-depth exploration of the inherent law between the relevant variables. This reserch finds that: the pattern of urban competitiueness has a trend of differing, movenent of population is a new sign. Cities with Stronger competitiveress normally have greatev wrbanillness. The resession of large cities in this area.

At present, China's urbanization has entered the key stage of development, the new normal Chinese economy faces historical task of structural adjustment and transformation and upgrading. As China comes into the urban century, giant national economy restructuring urbansg stem of China will be the new impetus of China development. The healthy and sustainable development of the society and the environment needs a good urban system to support. The new engine: multi-center and network urbanization system is the theme of this report, this report demonstrates the profound changes in China's urban system respectively from the aspects of urban organization system, system size, structure system, contact system. “A competitive economy, strong social cohesion, environmental sustainability strong”are the three target value, “cluster, dumbbell, multi- center and network”are the four objectives and tasks. Our suggestions are taking the focus on the development of cities group system, releasing the restrictions on the big cities and constructing multi-scale multi -center, promoting urban space and function network. With these five paths and measures, we will promote the establishment of a multi-center and network urbanization system with economic competitiveness, social cohesion, and environmental sustainability. At last, we design the evolution of Chinese urban（Group）system in the future.
